Bahrain, Saudi Arabia review joint social development

Manama, Social Development Minister Osama bin Ahmed Khalaf Al Asfoor met Saudi Arabia’s Human Resources and Social Development Minister Ahmad bin Sulaiman AlRajhi during his visit to Saudi Arabia.

The two sides reviewed the bilateral social development skills.

This visit came within the framework of enhancing bilateral prospects, reviewing Saudi Arabia’s prominent social experiences, strengthening social development relations, and exchanging experiences and expertise in the most prominent programs and projects related to the field.

GCC Secretary-General stresses GCC-Romania relations

Riyadh, The Secretary General of the Gulf Cooperation Council (GCC) Dr. Nayef Falah Mubarak Al-Hajraf stressed the importance of strengthening Arabian Gulf-Romanian relations to serve common interests.

This came during his meeting with the Romanian Ambassador to the Kingdom of Saudi Arabia Mihail-Constantin Coman.

During the meeting, the two sides discussed the bilateral relations between the GCC countries and the Republic of Romania.

They also discussed strengthening and developing joint relations between the GCC and the Republic of Romania in various fields, as well as the developments of the memorandum of understanding signed between the GCC and the Republic of Romania in February, 2019.

Iran Resumes Diplomatic Relations with UAE and Kuwait, Talks Continue with Saudi Arabia

Amid positive signals surrounding nuclear talks among Iran and Western nations, both the United Arab Emirates and Kuwait have quietly restored diplomatic ties with Tehran. Iran’s Foreign Ministry indicated Monday that talks with Saudi Arabia over resuming ties are also going in a positive direction.

Eyes are focused on the bigger prize of a diplomatic rapprochement between Tehran and its long-time nemesis, Riyadh. Ties between Iran and both the UAE and Saudi Arabia were cut in 2016 following the execution of Saudi Shi’ite cleric Nimr al-Nimr.

Iranian Foreign Ministry spokesman Nasser Kanani told journalists Monday that the positive regional climate is bolstering optimism over the possible resumption of diplomatic relations with Saudi Arabia. Both Iraq and Oman have helped broker unofficial talks between Tehran and Riyadh.

Kanani says that Iran has made efforts to improve ties with Saudi Arabia and has seen reciprocal steps from the Saudi side. We are optimistic, he says, that the positive regional atmosphere is fostering the path of communication and dialogue, and ultimately, better relations.

Kanani went on to say that serious differences and thorny issues still divide Tehran and Riyadh but that “positive steps have been taken” on the negotiating track.

Khattar Abou Diab, who teaches political science at the University of Paris, tells VOA that the nuclear talks in Vienna have created a positive regional atmosphere that is contributing to improved relations between Iran and former adversaries Saudi Arabia and the UAE.

He says the Saudi-Iran talks in Baghdad and improving ties between Turkey and Saudi Arabia have created the impression of a calming of tensions in the region and a logic of discussing differences rather than pursuing a path of conflict.

Abou Diab argues that “despite several attacks by Iran’s Houthi allies on the UAE, trade ties between the Emirates and Iran were never broken, and a good neighbor policy still prevails.”

Washington-based Gulf analyst Theodore Karasik tells VOA that both the “restoration of diplomatic ties between the UAE and Iran is important in the current changing strategic environment.”

He noted that “more interaction with Tehran by the Emirates is seen as a necessity because of geography and economic recovery from the pandemic and other issues. Both sides will still disagree on policy objectives, but at the same time, they need the formality (of relations) to cooperate, negotiate and argue over theaters where their interests overlap, besides the Gulf.”

Paul Sullivan, a Middle East analyst at the Atlantic Council, tells VOA that trade between Iran and the UAE was “at its height in 2017 … dropping to a trickle after the countries severed relations.” He notes that there “may be 500 to 600 thousand Iranians in Dubai.”

He adds that “GCC-Iran tensions, the war in Yemen and Iran’s support of Hezbollah and other terror groups in the region have caused serious consternation in the UAE.”

“The fact that the UAE is sending an ambassador to Iran,” he argues, “does not mean that all is well. More likely,” he argues, “it means that greater understanding is needed to develop future relations. U.S. sanctions still apply to Iranians in the UAE and to financial and other arrangements between the UAE and Iran,” he notes.

Saudi Arabia: Activist Salma Al-Shehab sentenced to 34 years for tweets

A Saudi appeals court in early August 2022 dramatically increased the prison sentence of a Saudi doctoral student from 6 years to 34 years based solely on her Twitter activity, Human Rights Watch said today. The sentence is believed to be the longest ever imposed on a Saudi woman for her peaceful online expression.

In late 2021, the Special Criminal Court, the country’s counterterrorism tribunal, sentenced Salma al-Shehab to six years in prison for her tweets. She appealed the sentence contending that she did not know that her Twitter activity amounted to a crime and that her following base of about 2,000 was too small to “disrupt the order and fabric of society.” On August 9, 2022, the appeals court ruled, instead, to increase her sentence, finding that the original sentence failed to achieve “restraint and deterrence.”

“Even for Saudi Arabia, the 34-year sentence imposed on al-Shehab for peaceful expression is preposterous,” said Sarah Yager, Washington director at Human Rights Watch. “Saudi authorities clearly feel empowered to crush any dissent and Saudi women in particular. The United States, France, and other governments that have diplomatically embraced the kingdom should promptly and publicly condemn this ruling.”

Court documents reviewed by Human Rights Watch indicate that al-Shehab was sentenced under Saudi’s counterterrorism law to 8 years in prison for “supporting those who incite terrorism,” 10 years for “providing support to those who seek to disrupt the public order, undermine the security of the society, and the stability of the state by following and retweeting,” 5 years for “creating an online account to commit any of the acts outlawed by the counterterrorism law,” and 5 years for “broadcasting false and malicious rumors.”

The court sentenced her to another year in prison under the anti-cybercrime law for “creating an online presence that disrupts public order.” The presiding judge also added a discretionary 5-year sentence. In addition to the combined 34-year-sentence, the court issued a subsequent travel ban for 34 years that would begin after her prison term, and an order to confiscate her devices and close her Twitter account.

The authorities detained al-Shehab in January 2021 while she was visiting Saudi Arabia and a few days prior to her planned return to the United Kingdom, where she was a PhD candidate in her final year at the School of Medicine at the University of Leeds studying new techniques in oral and dental medicine. Al-Shehab has two children, ages 6 and 4.

The appeals court did not clarify which tweets prompted al-Shehab’s arrest. Human Rights Watch reviewed al-Shehab’s current Twitter account and found that most tweets over the past four years related to her family and women’s rights issues in Saudi Arabia, none of which advocated or endorsed violence.

The Saudi government is notorious for repressing public dissent and has a well-established record of attempting to infiltrate technology platforms and use advanced cyber surveillance technology to spy on dissidents. Earlier in August, a court in California in the United States convicted a former Twitter employee of failing to register as an agent for Saudi Arabia alongside other charges relating to his accessing of users’ private data. Given this context, Human Rights Watch previously has also called for Google to halt its decision to establish a new Cloud region in Saudi Arabia until it can clearly outline steps to mitigate adverse human rights abuses.

The Saudi government has also encouraged other citizens to engage in online surveillance through the Saudi phone app Kollona Amn (We Are All Security). The app is described as a tool for citizens to report any kind of criminal activity, including any online “attacks,” “defamation,” or “penetration of social media accounts.” An article in The Guardian found that al-Shehab may have been reported on Kollona Amn, which may have prompted her arrest. In November 2020, she posted screenshots of her interactions with another Saudi account that claimed to have reported her on the app after she posted a mildly critical tweet about a new Saudi public transportation contract.

Human Rights Watch has long documented the Saudi government’s flagrant abuse of the vague provisions in its counterterrorism law and anti-cybercrime law to silence dissent. The broad definition of terrorism allows for targeting peaceful criticism. Furthermore, the counterterrorism law undermines due process and fair trial rights because it grants the agencies of the Public Prosecution and the Presidency of State Security the authority to arrest and detain people, monitor their communications and financial data, search their property, and seize assets without judicial oversight.

A statement by the University of Leeds expressed “deep concern” about the recent development in al-Shehab’s case.

Human rights groups expressed concern that governments such as the US Biden administration and the government of President Emmanuel Macron in France have given Saudi Arabia a blank check to repress human rights. Members of Parliament in the United Kingdom tweeted in condemnation of the ruling and criticized the lack of UK government action to hold a “friend and ally” accountable on human rights.

The US State Department spokesperson said that it is “studying” the case and commented in a news conference that “exercising the freedom of expression to advocate for rights of women should not be criminalized.” However, President Joe Biden’s trip to Saudi Arabia in July was seen by many as a victory for Saudi Crown Prince Mohammed bin Salman and a failure to secure a commitment to halt the clampdown on freedoms of expression, peaceful assembly, and association.

In late July, President Macron hosted Mohammed bin Salman for a meeting at the Elysée Palace in Paris, another indication of the end of Saudi Arabia’s diplomatic isolation for human rights violations.

“A 34-year prison term for a Saudi woman for a small social media presence is a clear indicator that the Saudi leadership is ramping up repression as it emerges from its diplomatic isolation. Al-Shehab’s outrageous sentence signals that the Saudi authorities are now going full steam to crush any and all dissent,” said Yager.

First Batch of Saudi Relief Airlift Departs Riyadh for Khartoum through KSrelief

Riyadh — In implementation of directives of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, two relief airplanes, representing the first batch of the Saudi airlift dispatched by King Salman Humanitarian Aid and Relief Centre (KSrelief), today left Riyadh loaded with food and shelter assistance for Sudan prior to transferring them to areas affected by floods. The two airplanes were accompanied by a specialized team from KSrelief to follow up and supervise the distribution process.

Advisor at the Royal Court and Supervisor General of KSrelief Dr. Abdullah bin Abdulaziz Al Rabeeah, in a press statement, noted that the airlift that was launched earlier in the day will provide emergency relief to the brothers in Sudan whose country has recently faced heavy rainfall and flash floods that claimed several lives, injured others and caused huge losses in property.

Saudi Central Bank Permits 2 New Fintech Companies to Operate under its Regulatory Sandbox

Riyadh — The Saudi Central Bank (SAMA) announced granting permit to a new batch of companies; “Lean Technologies” and “Mod5r” to provide Open Banking Solutions; bringing the total number of permitted Fintech companies

operating under its Regulatory Sandbox to 38.

This step completes a series of actions undertaken to conquer a stack of strategic objectives including activating SAMA’s sandbox environment role to the realization of the Kingdom’s Vision 2030 goals through the Financial Sector Development Program (FSDP).
