Saudi Center for Opinion Poll Takes Part in Debates on Developing the Int’l Public Opinion Measures

Riyadh, Sep. 30, 2022, SPA — Experts and researchers affiliated to the Saudi Center for Public Opinion Poll have taken part together with their counterparts from 130 countries in debates focussing on ways to develop measuring the international public opinion, it was reported here today.

This came at the 75th session of Gallup International Society conference which was held in the Spanish capital of Madrid from 25 – 28 September 2022.

The conference tackled a host of issues related to measuring public opinion.

The participants agreed to disseminate the culture of new methods dealing with the developments of public opinion and caring for training in the coming session including inacting innovative measures for quality that leads to more confidence in public surveys.

Saudi Minister of Culture meets Jordanian counterpart in Mexico

Mexico City– Saudi Minister of Culture Prince Badr bin Abdullah bin Farhan met today with the Minister of Culture of the Hashemite Kingdom of Jordan, Haifa Najjar, during his attendance UNESCO World Conference on Cultural Policies and Sustainable Development (MONDIACULT) 2022 being held in the United States of Mexico.

At the outset of the meeting, the Prince congratulated the Jordanian minister on choosing Irbid as the Arab Capital of Culture in 2022.

The Prince praised the success of Jerash Festival for Culture and Arts, and thanked the Jordanian minister for supporting the organization of Saudi Cultural Week in Jordan during the period September 12-15, stressing the depth of relations between the two countries.

During the meeting, they discussed ways of intensifying and deepening cultural cooperation, the cultural exchange with the Kingdom of Jordan in various cultural and artistic fields, the exchange of visits and holding cultural activities, ways to enhance joint cooperation in preserving antiquities and historical sites in the two y countries.

The Ministry of Finance Announces the Pre-Budget Statement for 2023 with Expenditures Estimated at SAR1,114 billion and Revenues of SAR1,123 billion

Riyadh– The Ministry of Finance announced today, Friday, September 30, 2022, the pre-budget statement for the fiscal year 2023, amid expectations that total expenditures will reach about SAR1,114 billion, and total revenues will be about SAR1,123 billion, while it is estimated that surpluses of about SAR9 billion will be achieved representing about 0.2% of the total GDP, with the continuation of work to raise the efficiency and effectiveness of spending and fiscal control, and to continue strengthening the Kingdom’s fiscal position, implementing economic and fiscal reforms, achieving the goals of Vision 2030, its programs, initiatives and major projects, as well as promoting the growth of local investment by building partnerships with the private sector and qualifying it to include all regions of the Kingdom.

The pre-budget statement for the fiscal year 2023 reflects progress in implementing programs and projects that support economic growth and diversification, improving public services, and enhancing programs for welfare and social protection systems, while preserving the gains made during previous years in public finance, in addition to improving and developing the legislations and policies that led to the Kingdom’s progress in indicators of ease of doing business, ensuring continued economic performance and growth to achieve the fiscal and economic objectives for 2023. The indicators show continuous progress in most economic activities, and this growth is expected to continue in the medium term.

His Excellency the Minister of Finance, Mr. Mohammed bin Abdullah AlJadaan, pointed to the development of the public finance structure in the Kingdom over the past years, as the government succeeded in achieving the main objective of fiscal reforms in its first phase within the Fiscal Balance Program, which aimed to control high rates of deficit to reach fiscal balance in the medium term. The second phase of fiscal reform was launched under the name of the Fiscal Sustainability Program, which aims in the medium and long term to maintain sustainable fiscal indicators, through spending levels that are stable and directed to strategic spending that supports structural change in the economy to achieve the objectives of the Kingdom’s Vision 2030 and within a framework that ensures the maintenance of sustainable levels of public debt and government reserves.

He added that despite the fears and crises the world is witnessing and the accompanying challenges and their impact on the global economic slowdown affected by the increasing inflationary pressures resulting from the repercussions of the Corona pandemic and geopolitical tensions that cast a negative shadow on global supply chains, the strength and durability of the Saudi economy enabled the Kingdom to confront these crises. The decline in growth rates during the pandemic was limited compared to other countries in the world during 2020, followed by a positive growth of 3.2% during 2021, and high growth rates during the first half of 2022, which is the highest in more than ten years, with the expectation of continuing to achieve positive growth rates in various economic activities, as a reflection of many structural reforms and sectoral strategies within the Kingdom’s Vision 2030. He stressed that the government attaches great importance to enhancing the social support and protection system to protect citizens from local and global repercussions.

His Excellency pointed out that the positive expectations of the Saudi economy for 2023 are an extension of the positive developments in actual performance during the first half of 2022, as the estimates of economic growth rates in the Kingdom for the year 2023 and the medium term were reviewed, indicating that the initial estimates indicate the growth of real GDP by 3.1%, supported by the growth of the GDP of non-oil activities, with the private sector continuing to lead economic growth, and contribute to increasing job creation in the labor market, in addition to improving the Kingdom’s trade balance, continuing to implement programs to achieve Vision 2030, and recording economic activities with positive growth rates. This is thanks to the measures taken by the government to support and enhance economic activity, and reduce cost of living through policies and measures to contain global inflation rates by setting a ceiling for gasoline prices, in addition to ensuring the abundance of food products in local markets, and increasing contributions for social protection programs, which created certainty and reassurance among the citizens.

The Minister of Finance explained that the remarkable and expected recovery in the Kingdom’s economy and the continuation of the implementation of the initiatives and structural reforms during the past years will lead to an improvement in economic activity and ensure its sustainability in the medium term; noting in this regard, that the recent positive credit rating agencies’ assessments of the Kingdom’s economy reflect the effectiveness of the economic reforms it has taken within the framework of the Fiscal Sustainability Program, which focuses on developing the medium-term fiscal planning process, with the aim of sustaining and stabilizing the public finance situation, while maintaining economic growth rates, by diversifying sources of revenue, raising the efficiency of government spending, and stimulating the growth of the private sector.

His Excellency expected, according to the pre-budget statement, that the total revenues for 2023 will be about SAR1,123 billion, reaching about SAR1,205 billion in 2025, while it is estimated that the total expenditures for 2023 will be about SAR1,114 billion, reaching about SAR1,134 billion in 2025; pointing out that in light of these developments and in continuation of the process of economic and fiscal reforms, in addition to adopting fiscal policies that contribute to achieving stability and sustainability of the state’s annual budget, it is estimated that the budget for the year 2023 will achieve surpluses of about 0.2% of GDP, indicating that these surpluses will be directed To enhance government reserves and support national funds, considering the possibility of accelerating the implementation of some strategic programs and projects of economic and social dimensions, in accordance with fiscal sustainability.

He pointed out that despite the expectations of achieving surpluses in the budget for 2023, the government will continue with domestic and international loan operations, with the aim of paying the principal debt due during 2023 and in the medium term and exploiting the opportunities available according to market conditions to proactively implement additional financing operations to refinance the principal due debts for the coming years and to finance some strategic projects, in addition to exploiting market opportunities to implement alternative government financing operations with the aim of financing capital and infrastructure projects that will boost economic growth.

It is noteworthy that the Ministry of Finance issues the pre-budget statement for the fiscal year 2023 as one of the elements of the government’s policy in developing the methodology for preparing the annual budget, placing it in a comprehensive fiscal and economic framework in the medium term, enhancing transparency and fiscal disclosure, and fiscal planning for several years. The statement aims to inform citizens, stakeholders and analysts of the most important local and international economic developments that affect the preparation of the next year’s budget, and the most important fiscal and economic indicators for 2023 and in the medium term within the framework of the objectives of the Kingdom’s Vision 2030.

Confucian wisdom allowed for economic development in the countries and regions that adopted it, and some Confucian ideas have a worldly approach, such as ideas about future generations and education, said Daniel Bell, dean of the School of Political Science and Public Administration at Shandong University.

“All these are highly conducive to modernization,” he said.

“A gentleman seeks harmony, not uniformity” is a famous quotation from Confucius. This is a good example that shows that Confucianism is not the way that many Western commentators would have understood it, Benjamin Cole from the Department of Philosophy and Social Development, Huaqiao University, said.

SkyDrive is planning to use the SD-05, currently in development, to launch air taxi service in the Osaka Bay area during the world exposition scheduled for 2025 in Osaka, Japan.

SD-05 Overview
The SD-05 is a two-seat, electric-powered compact aircraft with vertical takeoff and landing capabilities. Operated by a driver-pilot, its flight stability is secured with the assistance of a computer-controlled flight system. SkyDrive is developing flying cars with an eye toward realizing a world where they are used in daily life for air mobility much as automobiles are used for daily ground transportation.

“This vehicle is not just a simple means of traveling from point A to B,” Yamamoto said. “Based on the design concept of ‘giving wings to daily travel,’ it’s also a safer and more enjoyable travel partner.”

SkyDrive is in the process of acquiring a type certificate (*2) for the SD-05 from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), as the first of its kind in Japan. The company continues to work toward initiating practical use of flying cars during the World Exposition Osaka, Kansai, scheduled for 2025 in Japan. The SD-05 is designed to travel up to approx. 10 km and the maximum cruise speed is 100 km/h. However, design and specifications are subject to change and the progress of design development.

Potential applications for SD-05 are currently under consideration, including short-cut transportation through the sky, a unique access to resort facilities, and emergency medical services.

“SkyDrive will continue to design the dreams of the future with the aim of realizing sky roads,” said Yamamoto. SkyDrive is also moving to promote its business operations not only in Japan but also outside the country. In the U.S., for example, the company set up an office in September 2022, for the purpose of providing a means of “last mile” air transportation. The company has been developing the market jointly with local authorities and partner companies.

As with SkyDrive’s single-seat SD-03 manned prototype aircraft, “progressive” (pioneering and advanced) is the term used to describe the design of the SD-05, which SkyDrive believes is an appropriate descriptor for a new genre of transportation. Viewing the fuselage, or body, of the aircraft from the side, an S-shaped contour suggests a pair of propellers lifting off into the sky. CGTN: China, Argentina pledge to promote community with shared future

BEIJING, Sept. 30, 2022 /PRNewswire/ — A forum promoting cultural exchanges between China and Argentina was held in Beijing on Wednesday with senior officials from both countries pledging to advance the concept of a community with a shared future for mankind.

The China-Argentina High-Level Forum on Cultural Exchanges comes as the two countries celebrate the 50th anniversary of the establishment of diplomatic relations. Both Chinese President Xi Jinping and his Argentine counterpart Alberto Fernandez sent congratulatory letters to the forum.

For half a century, China-Argentina relations have endured tests posed by the changing international environment, exemplifying the unity and mutual development between developing countries and emerging economies, Xi said in his letter.

Noting the comprehensive and rapid development of bilateral ties reflects the vitality of China-Latin America relations, Xi voiced the hope that participants of the forum will pool their wisdom and build a consensus to help write a new chapter in the bilateral comprehensive strategic partnership and contribute to the building of a community with a shared future for China and Latin America and mankind in the new era.

Fernandez said the much accomplished media cooperation between the two countries has raised mutual understanding between the two peoples, and he looks forward to the deepening of bilateral cooperation so as to further strengthen the China-Argentina strategic comprehensive partnership.

Over 100 representatives from China and Argentina attended the forum, which was jointly hosted by China Media Group and Argentina’s Public Media of the Nation. It was one of a series of events in 2022 marking the friendship between the two countries.

The many understandings reached between the two countries, such as a cooperation agreement between Argentina’s Buenos Aires Province and China’s Sichuan Province, will further upgrade bilateral trade and financial collaboration, Argentine Foreign Minister Santiago Cafiero said at the forum.

Buenos Aires and Sichuan are important economic provinces, Cafiero said, adding that their collaboration marks a great achievement in the China-Argentina strategic comprehensive partnership.

Fruitful cooperation, exchanges

China and Argentina established diplomatic ties in March 1972. Under the principles of the non-aligned movement, the two countries made significant progress in their pursuit of a cooperative agenda.

In 2004, the two countries signed a series of agreements, drastically boosting economic cooperation. Bilateral trade has grown rapidly during the past two decades, with China becoming Argentina’s biggest trading partner in April 2020.

In November 2018, President Xi paid a state visit to Argentina where he also attended the Group of 20 Summit. Over 30 agriculture and investment deals were announced during that visit.

In a letter addressed to Xi in January 2022, Fernandez said countries should be united, respect and support each other against the pandemic disruptions, and commit to building a community with a shared future for mankind, a concept proposed by the Chinese president.

Fernandez later attended the opening ceremony of the 2022 Winter Olympics in Beijing, where Chinese and Argentine officials also signed a Memorandum of Understanding (MoU) on the Belt and Road Initiative (BRI), making the Latin American country an official BRI partner.

In addition to the MoU, the two countries also signed cooperation documents in over 10 areas, including green development, the digital economy, aerospace, the BeiDou Navigation Satellite System, technological innovation and agriculture.

Property Management Tech Gives Short-Term Rental Owners an Earning Edge

Levelling up short-term rental management with tech 

With the company’s co-founders, Chregan O’Flynn and Max Urban having backgrounds in tech, they saw that most short-term rental operators utilised off-the-shelf software applications to cobble together a working property management system. The problem with this is that hosts need to find workarounds to stitch these disjointed pieces together which then impacts the guest experience.

It is for this reason that the Propr team developed their own property management system. “The goal,” says O’Flynn, “has always been to automate those elements that can be automated and give our team tools to make them superhumanly more effective, resulting in a better guest experience. Digital solutions transform market challenges

To tackle the issue of housekeeping management, Propr developed an app to remotely monitor and manage cleaning in real time using input and images from the housekeepers to ensure that the standards pre-set for each rental unit are met. “In the past, housekeepers would have to cross off cleaning checklists manually, but now the process has been simplified and made customisable for each property,” shares Urban.

Regarding noise control, he explains that guests are typically on holiday or in town on business and can be loud. “This can cause issues as neighbours sometimes complain. We make use of technology integrated with noise monitoring sensors to send automated and instant notifications to the guests as well as to the owner to alert them to any breaches in noise levels.”

As there are fluctuating variables when it comes to pricing a property, Propr has developed an automated real-time pricing algorithm. Urban points out that this creates a set price point for each property every month that is adjusted daily according to the market.

When it comes to personalisation, one of the ways that Propr has managed to get the balance right is by automating highly structured communication to give their team more opportunity to spend quality time with guests such as when planning a custom itinerary. “We also use tech to flag certain key words like ‘anniversary’ or ‘birthday’ and then notify our guest experience team to do something special for that guest,” notes O’Flynn.
