Baghdad Minister of Health, Dr. Salih Mahdi Al-Hasnawi, received a UNICEF delegation headed by Dr. David Hebe Krif and in the presence of a number of officials in the Ministry of Health today, Thursday, at the Ministry’s headquarters.

The Minister discussed with the organization’s delegation, according to the Ministry’s statement, bilateral cooperation in the field of immunization, mother and child care programs, and strengthening health systems.

They also discussed enhancing ways of joint action in primary health care programs, supporting the provision of vaccines, and implementing health strategic plans in Iraq for the coming years.

Baghdad The Prime Minister, Muhammad Al-Sudani, discussed with the Governor of Baghdad, Muhammad Jaber Al-Atta, the lack of services and addressing of lagging projects.

Al-Sudani directed the need to develop quick plans to address the problems of providing urgent services to citizens. He stressed that those responsible for wasting public money in lagging service projects should be held accountable.

The media office of the Prime Minister stated in a statement: “Yesterday, Wednesday, Al-Sudani chaired a meeting that included the governor of Baghdad, Muhammad Jaber Al-Atta, general managers and heads of departments in the province.”

At the beginning of the meeting, the Governor of Baghdad presented a summary of the governorate’s work, the services it provides, the most important problems and obstacles facing service and investment projects, and which prevented the provision of the required services in the areas of the outskirts of Baghdad, and the most important upcoming projects that the governorate intends to implement in the areas within its responsibility.

The Prime Minister stressed the need to change the current service reality of Baghdad Governorate according to a new vision, and to prioritize according to the needs of citizens, and to focus on infrastructure projects represented by sewage projects and the provision of potable water.

He stressed the absence of any justification for the service department of Baghdad governorate for citizens to complain about the acute shortage of basic services, and directed the need to develop rapid plans to address the urgent problems of providing services to citizens.

The meeting witnessed a discussion of the lagging service projects, and the reasons for the delay, including the projects of Baghdad gates, hospitals and schools.

Al-Sudani stressed the accountability of those responsible for wasting public money in these projects, stressing: “The government is well aware of the size of the crises and problems that citizens complain about, and it has a diagnosis of defect sites, and it is determined to find remedies, according to well-studied technical plans.”

He directed the Governor of Baghdad to reconsider the financial costs of projects entrances to Baghdad through a specialized audit committee. He also directed the Ministry of Planning to settle the exchange rate difference for hospital projects in Baghdad, and consider it one of the top priorities.

He also instructed the Ministry to list the local companies that implemented sewage projects in all governorates, and were distinguished in their achievement with the support of the beneficiaries, for the purpose of inviting these companies to implement sewage projects in the province of Baghdad.

The Prime Minister’s Office directed the follow-up to the Integrity Commission, to explain the reasons for not taking legal measures based on the report of the Financial Supervision Bureau for the project to rehabilitate and develop Al-Numan Hospital, and to refer the negligent integrity employees to the investigation.

The media office of the Prime Minister stated that within the framework of government support for Iraq hosting the 25th Gulf Championship in Basra Governorate early next year, the Cabinet approved the following:

The Iraqi Football Association borrowed an amount of 33 million dollars from the Trade Bank of Iraq (TBI), and the amount is included in the draft federal budget law for the fiscal year / 2023, to meet the requirements of the Arab Football Gulf Cup (25), and the aforementioned federation may contract in the manner it deems suitable.

In the field of governmental efforts aimed at financial auditing of tax and customs secretariats, after exposing the crime of stealing tax insurance amounts that occurred more than a month ago, the Council of Ministers agreed to authorize the Office of the Prime Minister the authority to contract with a major international company in financial auditing, for the purposes of auditing tax guarantees. Customs is an exception to Article 3 of the instructions for implementing government contracts. The Ministry of Planning undertakes to include the project as a component of one of the projects within the investment budget for the year 2022.

In the health file, and in light of the Prime Minister’s directives to the Ministry of Health to find immediate solutions to the problems that Al-Kadhimiya Hospital suffers from, which he diagnosed after the sudden visit to the hospital, and in addition to what he directed the Ministry of Finance to quickly fund the Ministry of Health to solve the problems that the rest of the hospitals suffer from, the Council of Ministers approved the following:

– Authorizing the Baghdad governorate to secure an amount of 3 billion dinars for each of the Baghdad Health Department, and 3 billion for the Rusafa Health Department, to meet the requirements for the rehabilitation of hospitals determined by the Ministry of Health out of petrodollar allocations, or border crossings from the special programs of the Emergency Support Law No. (2) for the year 2022), and as an exception to Paragraph (3) of the Government Contract Implementation Instructions No. (2 of 2014), with specifying a time limit for financing that does not exceed ten working days.

Al-Mandalawi stresses the need to abolish the tax on mobile phone recharge cards

Baghdad The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, stressed the need to abolish the tax imposed on credit cards for mobile phones, which caused the cost of communications to increase for citizens during the past years.

In a letter addressed to the Minister of Finance, he said: In the 2015 budget, the government had previously imposed a tax on mobile phone charging cards due to the budget deficit at the time, as a result of the drop in oil prices and our war against terrorism, and given the high oil prices, and the absence of compelling reasons for imposing this tax at the present time, it must be cancelled.

Al-Mandalawi added: The tax imposed on phone recharge cards has burdened citizens, especially those with limited income.

In a related context, the Ministry of Communications addressed the Cabinet Secretariat with a request to abolish the tax imposed on phone recharge cards.

The Minister of Communications, Hiyam Al-Yasiri, confirmed that the House of Representatives is determined to abolish the charge card tax, stressing the need to present it to the Council of Ministers for the purpose of voting to include its abolition in the 2023 budget.
