Chief of General Staff Arrives in Qatar

Doha– Chief of General Staff of the Kingdom of Saudi Arabia, Lieutenant-General Fayyad bin Hamed Al-Ruwaili arrived here today on an official visit to Qatar.

This visit comes in response to an invitation from the Lt. Gen. Pilot Salim Bin Hamad Al-Nabit, Chief of Staff of the Qatari Armed Forces.

Upon his arrival, Lieutenant-General Al-Ruwaili was received by his Qatari counterpart.

Then, Lieutenant-General Al-Ruwaili held a meeting with the Chief of Staff of the Qatari Armed Forces. During the meeting, they exchanged viewpoints and discussed a number of military issues of common interest between the two brotherly countries.

Meanwhile, the Chief of General Staff of the Kingdom of Saudi Arabia visited today a headquarters of the Qatar Emiri Air Forces; Combined Air Operations Center (CAOC) located at Al Udeid Air Base and Al Zaeem Mohammed Bin Abdullah Al Attiya Air Academy.

For his part, Chief of General Staff of the Kingdom of Saudi Arabia, Lieutenant-General Fayyad bin Hamed Al-Ruwaili affirmed the importance of the military relations between the two brotherly countries and the joint defense cooperation, expressing his happiness and sincere thanks and appreciation for the warm welcome.

The meetings and visits were attended by a number of senior officers of the two sides.

As Part of Second Phase for Developing Historical Mosques, Prince Mohammed bin Salman Project Introduces New Harmony between Historical, Aesthetic Changes for Al-Bahah, Najran Mosques

Riyadh, September 8, 2022, SPA — With a new harmony between historical and aesthetic changes, the Prince Mohammed bin Salman Project for Developing Historical Mosque restores the models of Al-Bahah and Najran regions through reviving their old architectures and maintaining their historical heritage.

In Al-Bahah, the project targeted Al-Safa Mosque in the center of Baljurashi Governorate, which is among the oldest schools of the Kingdom of Saudi Arabia and was built in the first Hijri century some 1350 years ago.

Some say that the first who built Al-Safa Mosque was Sufian bin Auf Al-Ghamdi, a companion of Prophet Mohammed, peace be upon him, where the mosque played a prominent social role for its being a place for the meetings of the village residents and solving their disputes between Al-Maghrib and Al-Isha prayers.

The area of the mosque before and after renovation will remain the same at 78 square meters and its capacity will be the same at 31 worshippers.

In Najran, Al-Zubair bin Al-Awwam Mosque in the western area of Najran, will witness rehabilitation and renovation for its being one of the oldest mosques that was built in 1386 Hijri during the reign of Prince Khalid bin Ahmad Al-Sudairi.

The mosque is located near the historical emirate palace in Najran to the north of King Abdulaziz Road. The mosque was first built with mud, while its mutawada (ablution) areas were built on the southern heritage pattern. The area of the mosque will remain the same at 1,436 square meters and its capacity will stand unchanged at 1,000 worshippers.

The Prince Mohammed bin Salman’s project to develop historical mosques aims to rehabilitate and restore 130 historical mosques in various regions of the Kingdom of Saudi Arabia and to highlight their civilizational and cultural dimensions by preserving their original urban characteristics.

A total of 30 mosques will be included in the second phase of the Prince Mohammed bin Salman Project for Developing Historical Mosques that covers all regions of the Kingdom of Saudi Arabia, where these mosques will be developed according to modern mechanisms that guarantee the quality of good material and architectural designs after conducting an accurate assessment of the history, characteristics and features of every mosque.

U.S. Special Envoy for Yemen Lenderking’s Travel to the UAE, Saudi Arabia, and Oman

U.S. Special Envoy for Yemen Tim Lenderking will travel to the United Arab Emirates, Saudi Arabia, and Oman starting September 8 to urge the parties to intensify UN-led negotiations in the coming three weeks, to act with urgency and flexibility, and to take the necessary steps to extend and expand the UN-mediated truce. A truce expansion increases tangible benefits to all Yemenis, making indispensable progress on paying civil servant salaries, expanding flight destinations, and opening roads. It would also pave the way for a permanent ceasefire and an inclusive, durable Yemeni-led resolution that addresses the calls of the Yemeni people for justice and accountability.

The United States is concerned by recent Houthi actions which undermine the truce and threaten the lifesaving benefits it has brought the Yemeni people. We call on the Houthis to refrain from such actions and continue implementing the terms of the truce as they publicly committed to on August 1.

Saudi-Cuban Parliamentary Friendship Committee in Shura Council Meets with its Counterpart in Cuban Parliament

Riyadh– The Saudi-Cuban Parliamentary Friendship Committee in the Shura Council, headed by Shura Council member and Chairman of the Committee Dr. Ibrahim bin Mahmoud Al-Nahhas, held a meeting, via video conference, with its counterpart in the Cuban Parliament.

The meeting, in which the members of the Shura Council and members of the Committee participated, reviewed many topics related to the importance of increasing work and communication between the Shura Council and the Cuban Parliament, and the need to hold periodic meetings between them, as well as ways to strengthen parliamentary relations, which lead to deeper and stronger bilateral relations between the two countries.

The participants also tackled a number of topics of common interest to contribute to achieving common interests and strengthening bilateral action in various fields, especially parliamentary cooperation between the Shura Council and the Cuban Parliament, stressing the need for effective cooperation between them.

The Saudi Ambassador to the Republic of Cuba, Faisal Al-Harbi, and the Ambassador of the Republic of Cuba to the Kingdom of Saudi Arabia, Vladimir Andres Gonzalez Quesada, took part in this meeting.

Minister of Foreign Affairs of Burkina Faso Briefed on King Abdulaziz Center’s Experience in Spreading Dialogue Culture

Riyadh, September 08, 2022, SPA– Minister of Foreign Affairs and Regional International Cooperation of the Republic of Burkina Faso, Olivia Rouamba, and her accompanying delegation visited the King Abdulaziz Center for National Dialogue yesterday.

During the visit, the minister was introduced to the center’s activities and events that contribute to promoting the concepts of dialogue and the values of tolerance and coexistence among societies. The delegation was briefed on the center’s progress, starting from the national meetings to the center’s strategy and recent initiatives related to the Kingdom’s vision 2030. The visiting officials also reviewed the most prominent dialogue and cultural events organized by the center recently.

The Center’s Secretary-General, Dr. Abdullah Al-Fawzan, stressed the importance of the visit to build bridges of cooperation between the Center and the African international bodies and institutions, including Burkina Faso, in a way that serves the kingdom’s objectives to promote the values of tolerance, coexistence, humanitarian partnerships and the rejection of violence and extremism, adding that effective relations between all countries are based on the principle of dialogue and mutual respect, and through dialogue which contributes to achieving good cooperation and common interests.

For her part, the Foreign Minister expressed her appreciation for the Kindom’s efforts in promoting human values and coexistence between different societies and cultures.

Dammam Valley of Saudi Arabia and Arcensus Gmb Announce Establishment of Saudi-German Genomic Center in Riyadh

Riyadh– Dammam Valley in partnership with other investment partners, and Arcensus GmbH/Germany, announced the establishment of a high-throughput Saudi-German Genomic Center in Riyadh. The Saudi-German Genomic Center will start operationally with immediate action and provides comprehensive genomic diagnostic services for the GCC region based exclusively on the most sophisticated next generation sequencing technologies.

The announcement comes as a result of the partnership between the Saudi Ministry of Investment and Dammam Valley, to explore opportunities for cooperation with local and international companies and to localize science and knowledge in the biomedical sector, in addition to building policies that facilitate access for global investors and entrepreneurs into Dammam Valley.

Based on the expertise of a cross-functional, international team of geneticists, medical experts, and data scientists, the Riyadh center will reflect one of the world’s most innovative genetic biotechnology organizations, provide its knowledge to clinical colleagues, collaborate with all medical decision makers, and support the further improvement of the Saudi healthcare infrastructure in line with the Saudi Health Vision 2030. In addition, the partners believe that with the global adoption of Whole Genome Sequencing as the first line of genetic testing, the genomic era will begin in full force and conquer the molecular medicine market in a short period of time.

The initiative to establish this state-of-the-art genomic center stems from the Kingdom’s goal to accelerate the implementation of genetic testing for the early diagnosis of diseases, particularly cancer and rare genetic disorders, but also address the preventive element in personalized medicine. The financial investment, facilitated by the Saudi Ministry of Investment and led by Dammam Valley will enable the partners to penetrate regional markets faster with their innovative solutions.

During the Center’s announcement ceremony held in Riyadh, Minister of Investment of Saudi Arabia Khalid Al-Falih said, “Today’s launch of the Saudi-German Genome Center is strategically aligned with our mission at the Ministry of Investment to localize critical industries and reinforces Saudi Arabia’s broader, long-term vision to become a biomedical and life sciences hub globally. Asia Shares Rise

Tokyo– Asian benchmarks mostly rose Thursday, as investor optimism got a perk from a rally on Wall Street that’s on track to break a three-week losing streak, the Associated Press reported.

Japan’s benchmark Nikkei 225 surged 2.3% to finish at 28,065.28. Australia’s S&P/ASX 200 gained 1.8% to 6,848.70. South Korea’s Kospi edged up 0.3% to 2,382.88. Hong Kong’s Hang Seng slipped 0.8% to 18,897.29, while the Shanghai Composite fell 0.2% to 3,239.64.

In energy trading, benchmark U.S. crude added 66 cents to $82.60 a barrel. U.S. crude oil prices slid 5.7% Wednesday. Brent crude, the international standard, gained 58 cents to $88.58 a barrel.

In currency trading, the U.S. dollar edged up to 143.60 Japanese yen from 143.74 yen. The euro was little changed at $1.00.

Arab League: Arab-Chinese Summit to be Hosted by Saudi Arabia is a Milestone in Course of the Strategic Partnership Between the Two Sides

Cairo– The Arab League affirmed that the first Arab-Chinese summit, to be hosted by the Kingdom of Saudi Arabia next December, represents a milestone in the course of the strategic partnership between Arab countries and China.

This came in the speech of the Assistant Secretary-General, who is also the Head of the Arab Affairs and National Security Sector and Supervisor of the International Political Affairs Sector at the Arab League, Ambassador Khalil Al-Thawadi, today during the opening session of the third session of the China-Arab Forum for Reform and Development, which was held through the digital platform with the Chinese side.

Al-Thawadi valued the efforts made by Chinese diplomacy to support Arab issues and find peaceful solutions to the existing crises in the region, stressing the Arab League’s keenness to strengthen its relations with China in various fields.

He called for concerted international and regional efforts to find political solutions to these crises and regional issues in accordance with international legitimacy resolutions and relevant conventions and references, to enhance opportunities for a political solution, and to reject regional interference in the internal affairs of Arab countries.

National Competitiveness Center Hosts Delegation from US Chamber of Commerce

Riyadh– The National Competitiveness Center hosted here today a delegation from the American Chamber of Commerce, in the presence of the Deputy Minister of Commerce and CEO of the Center, Dr. Iman Al-Mutairi and Vice President for Middle East Affairs of U.S. Chamber of Commerce Steve Lutes.

At the beginning of the meeting, Al-Mutairi praised the partnership between the business sectors in the two countries, stressing that the center supports the business sector’s adoption of everything possible to keep pace with the global transformation towards a green economy, and the application of standards for environmental, social and governance practices (ESG), and the pillars of competitiveness, based on innovation, employing modern technologies, effective use of resources, and engaging social groups in economic cycles to contribute to building a promising and sustainable future that enhances the Kingdom’s global competitiveness.

In turn, Lutes stressed the efforts of US companies operating in the Kingdom to align their businesses and goals in line with the Kingdom’s Vision 2030, which opened promising opportunities in many vital and new sectors, praising the success achieved by the “Saudi-American Business” forum in Washington last June.

The meeting discussed a number of vital sectors, including the green economy, especially energy, circular economy, waste management and sustainability, innovation and its impact on the business environment, and the growth of the information technology, communications and data sectors.

During the meeting, senior officials from the participating government agencies, which are the Ministry of Energy, the Ministry of Communications and Information Technology, the Saudi Standards, Metrology and Quality Organization, the Zakat, Tax and Customs Authority, the Saudi Authority for Intellectual Property, and the Saudi Authority for Data and Artificial Intelligence, reviewed the economic and development reforms they have accomplished to enable and stimulate the business environment, in the presence of the Saudi-US Business Council.

Ministry of Culture to Host Korean K-CON Festival for First Time in Saudi Arabia

Riyadh, September 8, 2022, SPA — The Minister of Culture today announced that it is scheduled to host the K-CON festival in the Kingdom of Saudi Arabia for the first time between September 30 and October 1 in Boulevard Riyadh City, where Riyadh will host this festival over two successive days with the participation of the elite of Korean artists who present a variety of Korean cultural arts.

The festival will have an accompanying exhibition shedding light on Korean culture and a specialized zone for selling Korean products.

Hosting this international event in the Kingdom of Saudi Arabia is part of activating an agreement that the Ministry of Culture had signed with Korean CJ Company, enhancing international cultural exchange and attracting top festivals and international events to the Kingdom of Saudi Arabia.

Biden Says No to Appeals to Designate Russia a State Sponsor of Terror

President Joe Biden has made a final decision to not designate Russia as a state sponsor of terrorism, the White House said Tuesday, saying that such a move could backfire and have unintended consequences for U.S. support of Ukraine amid Russia’s invasion.

Biden’s one-word response — “no,” he said, when reporters asked him on Monday, “should Russia be designated a state sponsor of terrorism?” — ends months of serious, fervent discussions on Capitol Hill and in foreign capitals over whether to add Russia to the short, grim list that currently includes Cuba, Iran, North Korea and Syria.

Nations earn this label when the U.S. secretary of state deems that a foreign government is “repeatedly providing support for acts of international terrorism.” The designation effectively renders the target a pariah, by imposing restrictions on U.S. assistance; a ban on defense exports and sales; controls over items that can be used for both military and non-military purposes, and a raft of other restrictions.

On Tuesday, White House press secretary Karine Jean-Pierre elaborated on the president’s thought process.

“This designation could have unintended consequences to Ukraine, and the world,” she said. “For example, according to humanitarian experts and NGOs we have spoken to, it could seriously affect the ability to deliver assistance in areas of Ukraine.

“Another one is it could drive critical humanitarian and commercial actors away from facilitating food exports to help mitigate the global food crisis and jeopardize the Black Sea ports deal that has already led to over a million tons of Ukrainian food exports reaching the world, including those in Horn of Africa.

“It will also undercut unprecedented multilateral conditions that have been so effective in holding [Russian President Vladimir] Putin accountable and could also undermine our ability to support Ukraine at the negotiating table,” she said. “So, again, we do not think this is the most effective way to go, or the strongest path forward.”

Team Yes

Key among the proponents is Ukraine’s president, who renewed his appeal this week as inspectors from the International Atomic Energy Agency expressed alarm over fighting between Russian and Ukrainian forces at Ukraine’s Zaporizhzhia Nuclear Power Plant.

In a report released Tuesday, agency chief Rafael Grossi warned that “any further escalation affecting the six-reactor plant could lead to a severe nuclear accident with potentially grave radiological consequences for human health and the environment in Ukraine and elsewhere.”

President Volodymyr Zelenskyy used his nightly video address on Monday to hammer that point home.

“Shelling the territory of the ZNPP means that the terrorist state does not care what the IAEA says, it does not care what the international community decides,” he said. “Russia is interested only in keeping the situation the worst for the longest time possible. This can be corrected only by strengthening sanctions, only by officially recognizing Russia as a terrorist state — at all levels.”

And last month, the Baltic state of Latvia — formerly a member of the Soviet Union – levied the designation on Russia, with lawmakers voting overwhelmingly in favor of the move and urging other nations to follow suit.

Closer to home, the strongest charge has come from Capitol Hill, where a bipartisan group of senators has been urging the administration to make the call, after passing a resolution in July.

In the resolution, the senators argue that Russia promotes acts of international terrorism against political opponents and nation states, citing Russia’s aggression in Chechnya, Georgia, Ukraine, Syria and remote corners of the world, under the aegis of the shadowy, Kremlin-backed mercenaries known as the Wagner Group.

“To the Biden administration: You have the complete unanimous support of the United States Senate to label Russia a state sponsor of terrorism,” Republican Senator Lindsey Graham said. “Do it.”

Such agreement, Graham added, is rare in this increasingly divided political landscape, saying, “I didn’t think there was an issue under the sun that could get 100 Senate votes, but we found it: Russia is a state sponsor of terrorism.”

The resolution’s co-sponsor, Democrat Richard Blumenthal, defended the argument on moral grounds.

“The designation of state sponsorship of terrorism puts Russia in a very small club — it consists of nations like Syria, Iran and Cuba that are outside the bounds of civilized countries,” he said. “They are pariahs. And that is exactly the designation that Russia deserves for what it has done in Ukraine as well as in other countries.”

And, over the weekend, White House officials confirmed that Moscow is buying rockets and artillery shells from North Korea — a longtime member of the list — for use in Ukraine.

“We expect Russia could try to purchase additional North Korean military equipment going forward,” an administration official told reporters.

Team No

The Kremlin opposes the designation, with spokesman Dmitry Peskov telling Russian television on Tuesday that “the very formulation of the issue is monstrous.”

“And, of course, it is good that the U.S. president responded in this way,” he said.

While Peskov said the Kremlin welcomed Biden’s firm “no,” he added that Moscow did not see that as a move to warm relations.

“It can hardly be a reason for such assessments,” he said.

U.S. officials point out that Russia is already sweating under the weight of massive U.S. sanctions.

“The costs that have been imposed on Russia by us and by other countries are absolutely in line with the consequences that would follow from designation as a state sponsor of terrorism,” Secretary of State Antony Blinken said.

And some analysts argue that Russia is low in the rankings when it comes to earning this dubious distinction.

“By the current standard, numerous countries could be placed on the state-sponsor-of- terror list, such as Myanmar/ Burma, China, Eritrea, Turkmenistan, Pakistan, Rwanda, Nigeria, and Zimbabwe, just to name a few,” wrote Doug Bandow, a senior fellow at the Cato Institute.

“Several U.S. allies deserve to be on such a list, too: United Arab Emirates, Bahrain, Turkey, and Egypt. So does Saudi Arabia, headed by Crown Prince Mohammed “Slice ‘n Dice” bin Salman, notable for murdering and dismembering his critics. The kingdom is more repressive domestically and has killed more people internationally than even Russia.”

To summarize, he said: “The Putin regime is evil, but it is not a sponsor of terrorism.”

Team It’s Complicated

Just as the arguments on each side are fervent, so are the reasons that analysts — and the White House — say this issue is not black-and-white.

For one, said Delaney Simon, a researcher at the International Crisis Group, the U.S. and Russia engage across a number of platforms, including the United Nations Security Council, where both nations hold permanent seats.

“None of the other states that are designated state sponsors of terror have the same sort of role in the international system,” she told VOA. “That would make any kind of multilateral diplomacy really, really complicated. And you’ve seen from some Russian statements that President Putin is going to think of this, definitely, as an escalation and cause for a rupture in relations.”

She added that such a designation would end Russia’s sovereign immunity from lawsuits from Americans claiming to be affected by Russian actions. Those cases could drag on for years and — as in the case of Sudan, a former member of the list — significantly delay a nation’s removal from the list.

She also pointed out another element: to reverse the designation, something bigger and more important has to change.

“There’s sort of a checklist of things that have to happen legally before the designation can be rescinded,” she said. “One of the things that needs to happen is that the state has to undergo a fundamental change in leadership and policy. It’s hard to see, well, a leadership change. Which, by the way, is something that the Biden administration has resisted calling for.”

Finally, she said, if the goal is to end the six-month invasion of Ukraine, this may not help.

“I think once you look deeply at the policy implications of this issue, it’s pretty clear that the designation wouldn’t help Ukraine,” she said. ussr

And so, for now, it’s a no.

Education Minister Meets with UAE Minister of Education During his Participation in G20 Ministerial Meeting

Bali– Minister of Education Dr. Hamad bin Mohammed Al Al-Sheikh has met with Minister of Education of the United Arab Emirates (UAE) Dr. Ahmad Belhoul Al Falasi, as part of his visit to Indonesia to participate in the meeting of the G20 Education Ministers.

During the meeting, they exchanged the future visions on the fields of education in the two countries, and enhancing the existing cooperation opportunities, in order to develop the education system between the Kingdom of Saudi Arabia and the UAE.

They also discussed scholarship programs and educational cooperation in light of the Saudi-UAE Coordination Council, as well as the joint integration through the Human Development Committee in its six fields (education, sports, youth, health, culture, and media), and the initiatives and projects that emerge from them.
