Explainer: Why the Black Sea Grain Deal Is Vital for Global Food Security

A landmark deal to allow grain exports from Ukraine, which was back on track Wednesday after being briefly suspended, has played a crucial role in easing a global food crisis sparked by the Russian invasion of Ukraine.

Brokered by the United Nations and Turkey and signed by Moscow and Kyiv on July 22, the agreement established a protected sea corridor to allow grain shipments to resume for the first time since the fighting began in February

Here is what we know about the deal, known as the Black Sea Grain Initiative:

Why was it needed?

When Russian troops attacked in late February, Moscow imposed a blockade on Ukraine’s Black Sea ports, halting all agricultural exports from one of the world’s breadbaskets.

The move left 20 million metric tons of grain stranded in Ukraine’s ports, causing food prices to surge worldwide.

Before the war, up to 90% of Ukraine’s wheat, corn and sunflower exports were transported by sea, mostly from Odesa, with many developing countries relying heavily on Kyiv for grain.

Agricultural commodity prices were high before the war because of the post-COVID-19 economic recovery, but the conflict pushed the price of grains such as wheat and corn to levels unsustainable for countries dependent on their import, such as Egypt, Lebanon and Tunisia.

What does the deal cover?

The deal ensures the safe export of grain, foodstuffs and fertilizers, including ammonia, from three Black Sea ports in southwestern Ukraine: Odesa, Chornomorsk and Pivdennyi.

The first grain ship to leave under the U.N.-backed deal set sail on August 1.

According to U.N. figures as of November 1, a total of 9.7 million metric tons of grain and other agricultural products have been transported in the first three months of the initiative, the vast majority involving wheat and corn.

Valid for 120 days, the agreement is up for renewal on November 19 in a process that can be done automatically without further negotiations.

The U.N. says extending the deal is crucial for global food security and is pushing for it to be renewed for one year.

Although the initiative is working well, shipments are about 40-50% lower than what they were before Russia’s invasion, the U.N. says.

How does it work?

According to the U.N.’s website, the agreement establishes a safe corridor between the three Ukrainian ports and an area in Turkish waters where the vessels are inspected before being allowed to continue their journey.

To monitor the agreement, a joint command and control center was set up in Istanbul to oversee smooth operations and resolve disputes.

Known as the Joint Coordination Center (JCC), the JCC has four teams of eight inspectors — two each from Russia, Ukraine, Turkey and the U.N.

These teams inspect outbound vessels carrying grain at the Turkish inspection area to ensure all merchandise is approved.

The teams also examine empty ships returning to Ukraine to ensure they are not carrying any weapons or other unauthorized goods or people.

Safe passage

The deal establishes a buffer zone of 10 nautical miles around each vessel traveling along the corridor with no military ships, equipment or drones allowed within that radius.

All ship movements logged by the JCC are transmitted to the relevant military authorities to prevent any incidents, with any violations or threats to be handled by the JCC.

At the start of the war, Ukraine mined its main Black Sea ports to head off threats of a Russian attack from the sea, but experts said it would take too long to de-mine all these areas.

The deal allows Ukrainians to guide the ships along safe routes that avoid known mine fields and into and out of its territorial waters.

Deal briefly suspended

On October 29, Russia said it was suspending its participation in the deal, accusing Ukraine of using the shipping corridor to launch a drone attack on its Black Sea fleet in Crimea’s Sevastopol port.

After a call between the Russian and Turkish defense ministers, the deal resumed operation at 0900 GMT on November 2 with Moscow saying it had received written guarantees from Kyiv ensuring the corridor would not be used for attacking Russian forces.

Riyadh, The Saudi-South African Parliamentary Friendship Committee of the Shura Council held a meeting today, chaired by the Shura Council Member and Vice-chairman of the committee Dr. Hussein Al-Sharif, with Ambassador of the Republic of South Africa to the Kingdom of Saudi Arabia Mogobo David Magabe.

A number of the Shura Council members, members of the Saudi-South African Parliamentary Friendship Committee, participated in the meeting, in which they affirmed the depth of relations between the Kingdom of Saudi Arabia and the Republic of South Africa.

During the meeting, they discussed many issues of common interest between the two countries, which contribute to achieving their common interests in various fields and strengthening the relations between them.

Saudi Foreign Minister: We Welcome the Formation of the New Iraqi Government, and We Will Continue to Provide the Necessary Support To It

Baghdad Saudi Foreign Minister Faisal bin Farhan bin Abdullah confirmed, “The Kingdom welcomes the formation of the new Iraqi government and will continue to provide the necessary support to it.”

In his speech at the Arab summit in Algeria, he said: “The Kingdom welcomes the formation of the new Iraqi government and wishes it success and prosperity in achieving the aspirations of the brotherly Iraqi people.”

He added, “The Kingdom confirms its continuation in providing support to Iraq in order to achieve security, stability and development, as well as continuing to deepen cooperation and partnership between our two countries in various fields.”

PM To the President of the Federal Supreme Court: The Independence of the Judiciary is a Cornerstone For Achieving Any Reform

Baghdad The Prime Minister, Muhammad Al-Sudani, received today, Wednesday, the President of the Federal Supreme Court, Judge Jassim Muhammad Aboud.

During the meeting, Al-Sudani stressed, according to a statement by his office, the importance of Implementing the law under various circumstances.

He stressed: “The independence of the judiciary is a cornerstone for achieving any reform.”

For his part, the President of the Federal Court affirmed the support of the democratic system and the supremacy of the constitution and its ruling authority for political action, as it is the main guarantor of the implementation of the will of the Iraqi people.

Algeria Summit Welcomes The Formation of The New Iraqi Government And Affirms Its Support

Baghdad Algerian President Abdelmadjid Tebboune announced the conclusion of the 31st Arab Summit, which began on Tuesday.

The final statement of the summit confirmed the welcome and support for the formation of the new Iraqi government.

He also stressed the importance of concerted efforts to enhance Arab capabilities in responding to the challenges of food and energy security, adherence to the principles of non-alignment and the common Arab position on the war in Ukraine, which rejects the use of force, and the need to unify efforts in combating terrorism and extremism.

The statement reiterated the centrality of the Palestinian cause and absolute support for the rights of the Palestinian people, and adherence to the Arab peace initiative with all its elements and priorities, stressing the need to continue efforts and endeavors to protect the occupied city of al- Quds and its holy sites.

HM King issues Decree (61) of 2022

Manama, His Majesty King Hamad bin Isa Al Khalifa today issued Royal Decree (61) of 2022, ratifying a cooperation agreement for the exchange and protection of personal data and information for security purposes between Bahrain and Saudi Arabia, concluded in Riyadh on October 5, 2022, based on the proposal of the Interior Minister and after the approval of the Cabinet.

The Interior Minister shall implement the decree, which takes effect upon its publication in the Official Gazette.

HH Shaikh Mohammed bin Mubarak meets Saudi Foreign Minister

Algiers, HH Shaikh Mohammed bin Mubarak Al Khalifa, Special Envoy of His Majesty King Hamad bin Isa Al Khalifa, met Saudi Foreign Minister HH Prince Faisal bin Farhan Al Saud, on the sidelines of the Arab Summit in Algeria.

The two sides reviewed the summit agenda, stressing strong cooperation and consultation between the Kingdom of Bahrain and the Kingdom of Saudi Arabia regarding regional and international issues.

They reiterated both countries’ stances regarding these issues, in light of the directives of their wise leaderships. The meeting was attended by the Minister of Foreign Affairs Dr. Abdullatif bin Rashid Alzayani and Bahrain’s Ambassador to Algeria Fuad Sadiq Al Baharna.

Sports for All Federation to Organize 2nd Riyadh Marathon in February 2023

Riyadh, The Saudi Sports for All Federation (SFA) today announced that it is scheduled to organize the second edition of the Riyadh Marathon on February 11, 2023, with support from the Ministry of Sport, Quality of Life Program, and the Saudi Arabian Athletic Federation, with the aim of encouraging all members of society to practice sports and physical activity.

The Riyadh Marathon is the first professional race accredited with Elite Label by the World Athletics Federation where participants from across the Kingdom of Saudi Arabia and the world, from both genders, will embark on a journey full of enthusiasm and big challenge to complete the 42.2-kilometer track around tourist destinations in Riyadh.

Participants and running enthusiasts from all over the Kingdom of Saudi Arabia and abroad can also register for several races designed to suit all community members with different abilities and fitness levels across both genders. The event will also include a 21.1-kilometer half marathon allocated to running enthusiasts, a 10-kilometer race for those aged 17 and above, and a 4-kilometer race for beginners and children.

Registration for the race will be done on the Marathon and SFA websites. An announcement will be shared across the SFA and marathon social platforms when registration opens. Top finishers and participants at the marathon will receive monetary prizes to celebrate their performance and accomplishment, with additional details to be announced at a later stage.

The upcoming marathon will offer several dedicated virtual and on-ground training programs to help people prepare for the marathon. These programs will be scheduled and announced on the marathon website and social media platforms, where the event will include a Marathon village, open on February 10 and 11, where participants and visitors can pick up their race kits, enjoy food, entertainment, and recreational activities.

Expected to attract over 15,000 participants, the 2023 edition of the event will build on the success of the 2022 marathon, which saw more than 10,000 participants from over 100 countries, where more than 60% of participants were Saudis, showcasing the enthusiasm of people across the Kingdom of Saudi Arabia to be more active and participate in sports.

The SFA seeks to meet the desires of all categories of the society in the Kingdom of Saudi Arabia through launching awareness campaigns, implementing major sports and cultural initiatives, such as the Riyadh Marathon, where holding such international sports events contributes to realizing sports targets under the Saudi Vision 2030 to make the Kingdom of Saudi Arabia a global sports destination, in addition to enhancing the growth of sports and tourist economy and their role in encouraging the public to practice sports and physical activities.

The Minister of Health Discusses with the WHO’s Representative In Iraq Joint Cooperation

The Minister of Health praised “the efforts of the World Health Organization in supporting the ministry in confronting the Coronavirus pandemic and transmissible diseases, implementing special health programs related to community health, and enhancing the provision of medical and preventive services to citizens.”
