BRAZILIAN FOREIGN MINISTER FROM GRAND SERAIL PUSHES FOR HALTING ISRAELI VIOLATIONS OF INTERNATIONAL RESOLUTIONS


Caretaker Prime Minister, Najib Mikati, on Tuesday welcomed Brazilian Foreign Minister, Mauro Luiz Iecker Vieira, at the Grand Serail, in the presence of Brazilian Ambassador to Lebanon, Tarcísio Costa, and an accompanying delegation. Also present were the Prime Minister’s advisors, Ambassador Botros Assaker and Ziad Mikati.

During the meeting, the Brazilian minister briefed Mikati on the outcome of his tour in Saudi Arabia and Palestinian territories, emphasizing that “Brazil seeks, along with some countries, to solidify Palestine’s membership in the United Nations.” He praised “the significant social and economic role played by Lebanese and Brazilians of Lebanese origin in Brazil.”

Acknowledging bilateral relations between Lebanon and Brazil, the Brazilian minister considered that “the presence of the Brazilian battalion in Lebanon is evidence of the strength of these relations.” He called for “halting Israeli violations of international resolutions, including attacks on South Lebanon.”

MIKATI CHAIRS CABINET SESSION, URGES UNITY AMID POLITICAL TURMOIL


In an address at the onset of Tuesday’s cabinet session, Prime Minister Najib Mikati emphasized the imperative for unity among Lebanon’s diverse sects during a period of shared Muslim and Christian fasting.

“How beautiful it is to see all Lebanese sects come together in a time of shared fasting, where we all elevate ourselves to the values of goodness, love, and tolerance. This is Lebanon, and we are all responsible for upholding this civilized image and reviving the Lebanese formula, not allowing it to be undermined. God willing, we will succeed in continuing this matter.”

“We are currently witnessing movement within the ‘Moderation Bloc’ and the ‘Quintet Committee’, and just as we appreciate the Quintet Committee’s interest, including that of ambassadors and friends of Lebanon, in ensuring the completion of the constitutional process and the election of a President, I emphasize, on behalf of myself and the Cabinet, the necessity of expediting the completion of the constitutional institutions’ formation. T
he primary and fundamental responsibility in this process remains with us, the Lebanese, and internal disagreements must not hinder the priority of completing the constitutional institutions’ formation by electing a new President for Lebanon,’ Mikati said.

“Yesterday, I heard someone discussing the banking restructuring law and reform laws, to which the response was that the issue is practically easy but its difficulty lies in politics,’ the PM added.

Mikati then pointed out that “the political crisis negatively impacts the economy and the required economic and social stability. Our main concern in the government is to maintain the structure of this state and prevent any further fissures until achieving the political consensus that enables the implementation of appropriate reforms. We are ready to undertake the necessary reforms, but the problem is that there are two political currents in the country: one that wants the total collapse of the state, and the other perhaps seeks to assist in rebuilding it.”


Our internal concerns do not make us forget the horrors of the war on Gaza, Israeli attacks on the south, the fall of martyrs, the destruction of towns and homes, the burning of crops, and the displacement of residents. We will continue to work towards reaching a ceasefire, halting the war of destruction and extermination, and enabling the return of the people of the south to their towns and villages despite everything that is happening. We are confident that the ceasefire being worked on in Gaza, despite the high tone of threats from Israel, will include the countries of the region and witness long-term stability,’ Mikati stated.

In conclusion, the Prime Minister said, “Our unity is our strength, and I call on the leaders, references, blocs, and parties to reflect on Lebanon’s past prosperity and progress, and our current situation, and to join hands to save our country and elevate it anew, despite all the circumstances and challenges we face.’

ON THE ANNIVERSARY OF ITS ESTABLISHMENT, UNIFIL CALLS FOR FULL IMPLEMENTATION OF RESOLUTION 1701


As UNIFIL marked the 46th anniversary of its establishment today, its leadership renewed calls for all actors to put down their weapons, recommit to Security Council Resolution 1701, and work toward a political and diplomatic solution.

“Resolution 1701 has been challenged by current events, but it remains as relevant and necessary as ever,” said Head of Mission and Force Commander Aroldo Lázaro. “We call on all parties to commit to implementing the resolution in full. Our more than 10,000 peacekeepers continue their critical monitoring, de-escalation, and liaison work, and we stand ready to support a peaceful resolution to the current situation.”

The mission did not hold its yearly ceremony at its headquarters in Naqoura today, as peacekeepers are focused on accomplishing their mission amidst the breaches of the cessation of hostilities in violation of resolution 1701 along the Blue Line. Nonetheless, Lieutenant General Lázaro paid tribute to the civilian and military peacekeepers who have served with the m
ission over the years, including over 330 who have died serving for peace.

“The sacrifice of those who lost their lives here is not in vain,” Lázaro continued. “Our efforts today, in these very difficult circumstances, are a tribute to their memories. Their sacrifice motivates us to continue our work toward de-escalation in the short-term, and peace in the long-term.”

He commended the work of the more than 10,000 military peacekeepers from 49 countries who, alongside their civilian colleagues, and despite relentless and daily exchanges of fire, have stayed their course in monitoring the fast-evolving situation in south Lebanon, maintaining high operational tempo and visible presence, and in assisting local communities.

The United Nations Security Council established the United Nations Interim Force in Lebanon, or UNIFIL, with Resolutions 425 and 426 on 19 March 1978. The mission’s mandate was expanded in with Resolution 1701 following the 2006 war.

Death Toll from Israeli Aggression in Gaza Reaches 31,819 Martyrs


The Ministry of Health in Gaza announced that the death toll from the Israeli war on the Strip had risen to 31,819 martyrs and 73,934 injured since 7 October 2023.

The ministry said that the Israeli occupation forces committed 9 massacres against families in the Gaza Strip, of which 93 martyrs and 142 injured arrived at hospitals during the past 24 hours.

The ministry pointed out that there are still a number of victims under the rubble and on the roads, where ambulance and civil defense crews cannot reach them.

The Israeli occupation continues its ongoing aggression against the Gaza Strip by land, sea, and air for the 165th consecutive day, which has caused more human suffering to the residents of the Strip, especially during the holy month of Ramadan

Italian Ambassador to Lebanon, Nicoletta Bombardiere, accompanied by Political Counselor Pietro Eynard, paid a farewell visit to Free Patriotic Movement leader, MP Gebran Bassil.

The two parties exchanged views on current issues.

For his part, MP Bassil reiterated his stance on the refugee issue and emphasized the need for the European Union to review its policies regarding this matter.

BOU HABIB, BRAZILIAN COUNTERPART DISCUSS GAZA, UNRWA, AND SOUTHERN LEBANON DEVELOPMENTS


Caretaker Minister of Foreign Affairs and Emigrants, Abdullah Bou Habib, on Tuesday welcomed his Brazilian counterpart, Mauro Luiz Iecker Vieira. Following the meeting, Bou Habib emphasized Brazil’s significance as a second home for Lebanese expatriates, especially in São Paulo, where Lebanese communities thrive and contribute significantly to various aspects of life, including politics and economics.

Expressing gratitude for Brazil’s stance on Gaza, Bou Habib welcomed Vieira’s visit, which bypassed Israel, as a significant message to the world. He condemned the humanitarian crisis in Gaza and underscored the importance of supporting Palestinians through organizations like UNRWA until the establishment of a Palestinian state.

Moreover, Bou Habib reiterated Lebanon’s commitment to implementing UN Security Council Resolution 1701 regarding South Lebanon, emphasizing the need for Israel to return Lebanese territory and restore pre-1923 borders to ensure security and stability.

Vieira, in turn, highlighted Bra
zil’s historical support for Lebanon, including its peacekeeping contributions to UNIFIL. He reiterated Brazil’s commitment to stability along the Lebanese border and expressed support for a two-state solution in Gaza.

Both ministers discussed Brazil’s efforts during its presidency of the UN Security Council to broker ceasefire agreements and humanitarian aid for Gaza, lamenting the veto that hindered these initiatives despite broad international support.

SPECIAL COORDINATOR WRONECKA BRIEFS SECURITY COUNCIL ON RESOLUTION 1701


United Nations Special Coordinator for Lebanon Joanna Wronecka and United Nations Under-Secretary-General for Peace Operations Jean-Pierre Lacroix today briefed the Security Council on the implementation of Security Council Resolution 1701 (2006). The Security Council was meeting in closed consultations to discuss the latest report of United Nations Secretary-General Antonio Guterres on the implementation of the resolution.

Deeply concerned by the escalation in the exchanges of fire across, and increasingly beyond, the Blue Line, the Special Coordinator said these repeated violations of resolution 1701 increase the risks of miscalculation and further deterioration of an already critical situation.

‘With prevention and de-escalation at the top of our agenda, our collective focus, advocacy, and pressure must be foremost on urging the parties to restore the cessation of hostilities,’ the Special Coordinator told the Council, adding that there is still space for diplomacy to forge a solution to prevent a larger
conflagration.

The Special Coordinator regretted in particular the impact of the fighting on civilians. ‘I have reminded relevant stakeholders of all parties about their obligation to comply fully with international humanitarian and human rights law, namely to protect civilians.’

The Special Coordinator said the current situation puts in focus the dangers that the incomplete implementation of resolution 1701 poses to Lebanon, Israel and the stability of the region at large. ‘It is no longer enough to return to the relative calm and stability that prevailed prior to 8 October. A political process, anchored in the full implementation of Resolution 1701, to address the root causes of the conflict and ensure long-term stability has become necessary,’ she said.

Noting that major obligations under resolution 1701 have remained outstanding and require action by each party, the Special Coordinator said it is imperative to focus anew on the overarching objective of a permanent ceasefire and long-term solution to th
e conflict.

She underscored the critical role of an empowered and well-resourced Lebanese Armed Forces to the full implementation of Resolution 1701 and encouraged additional international support to enable the army to carry out its duties to the fullest, including its cooperation with UNIFIL.

She also reiterated the urgency of ending Lebanon’s presidential vacancy to enable the full functioning of the country’s state institutions in this time of crisis.

The Special Coordinator said the unity of the Security Council behind the efforts to maintain Lebanon’s sovereignty, territorial integrity and political stability was also critical.

In conclusion, the Special Coordinator reiterated the commitment of the United Nations to continue standing by Lebanon and its people.

(UPDATE) RAHI RECEIVES AMBASSADORS OF QUINTET COMMITTE


Maronite Patriarch, Cardinal Mar Bechara Boutros Al-Rahi, on Monday hosted the ambassadors of the Quintet Committee. Discussions primarily focused on the current situation, notably the impending presidential elections.

Among the attendees were US Ambassador Lisa Johnson, French Ambassador Hervé Magro, KSA Ambassador Walid Bukhari, Egyptian Ambassador Alaa Moussa, and Qatari Ambassador Saoud bin Abdulrahman Al Thani.

Following an hour-long meeting, the Egyptian Ambassador emphasized the significance of the ambassadors’ meeting with Patriarch Al-Rahi.

“The purpose of the meeting was to inform and consult him on the steps we will take,” the Egyptian diplomat stated, adding, “these steps are based on several stages. The first step is to engage with all blocs to elect a president according to a roadmap we will present.”

“The committee has observed flexibility in recent times, which will assist us in creating the groundwork to initiate tangible steps towards electing a president,’ Moussa added, noting that the
Quintet’s momentum would benefit from the movement of the National Accord Bloc.

“We build on internal movement to facilitate the creation of common ground for accomplishing the presidential process,’ he added.

The Egyptian Ambassador further emphasized, “We are not discussing specific names but rather commitment. If such commitment exists, discussions among political forces about potential nominees for the presidency will be smoother.”

The Egyptian diplomat finally highlighted the Quintet Committee’s wishes ‘for all parties to demonstrate the flexibility that will facilitate taking steps towards a tangible breakthrough in this dilemma.”
