The House Of Representatives Ends The Discussion Of 3 Laws

The House of Representatives, in its twenty-fourth session, which was held today, Saturday, headed by Mohsen Al-Mandalawi, First Deputy Speaker of the Council, and in the presence of 175 MPs, finished reading a report and discussing three draft laws.

At the beginning of the session, the House of Representatives postponed voting on the first amendment bill to the Ministry of Electricity Law No. (53) of 2017 submitted by the Electricity and Energy Committee, and returning the draft to the government at its request and until it sends the draft renewable energy law.

The Council also postponed voting on the draft law on the National Day of the Republic of Iraq, which was submitted by the Committee on Culture, Tourism, Antiquities and Media, at its request.

The House of Representatives postponed voting on the report of the Parliamentary Investigative Committee, formed according to Parliamentary Order 170 on 10/11/2022, to investigate the measures taken by the Ministry of Higher Education and Scientific Research regarding the termination of the contracts of Tikrit University and other Iraqi universities.

In the same regard, the Council finished reading a report and discussing the draft legal aid law submitted by the Legal and Human Rights Committees.

The interventions of the MPs focused on demanding that some of the provisions of the law related to social values be studied accurately, and calling for taking into account the segment of lawyers and not being affected by the law, and opening divisions in the governorates instead of divisions.

The Council completed reading a report and discussing the draft law for the Institute of Police Commissioners, submitted by the Security and Defense Committee.

The interventions of the MPs focused on demanding the mitigation of the penalties stipulated in the law, and focusing on professional humanitarian and military training in line with developing the capabilities of policemen and allowing them to complete preliminary studies, in addition to granting scientific titles to officers with higher degrees, and setting a 15% rate for the families of martyrs in admission to the institute. .

The Council completed reading the report and discussion of the draft law, the first amendment to the Private Security Companies Law No. (52) of 2017, submitted by the Security and Defense Committee.

A number of MPs demanded the inclusion of Iraqi workers in security companies in the Social Security Law, and an increase in the percentage of Iraqis working in them to 70%, and not allowing foreigners to contribute to the establishment of companies, in addition to increasing the value of renewing licenses for foreign companies.

The council decided to adjourn the session to next Tuesday.
