WHAT IS THIS ABOUT: On June 15, 2022, The Wall Street Journal published an article entitled “WWE Board Probes Secret $3 Million Hush Pact by CEO Vince McMahon, Sources Say” which revealed that “[t]he board of World Wrestling Entertainment Inc. [] is investigating a secret $3 million settlement that longtime chief executive Vince McMahon agreed to pay to a departing employee with whom he allegedly had an affair, according to documents and people familiar with the board inquiry.” The article further revealed, among other things, that “[t]he board’s investigation, which began in April, has unearthed other, older nondisclosure agreements involving claims by former female WWE employees of misconduct by Mr. McMahon and one of his top executives, John Laurinaitis, the head of talent relations at WWE, the people said.”

CGTN: Hong Kong on highway to become global tech and innovation hub 25 years on

BEIJING, July 4, 2022 /PRNewswire/ — The Hong Kong Science Park, the city’s high-tech hub, welcomed Chinese President Xi Jinping for a visit during his busy two-day trip to attend celebrations for the 25th anniversary of Hong Kong’s return to China.

The Science Park is the largest research and development (R&D) and business incubation base in Hong Kong, housing more than 1,100 enterprises and 17,000 innovators.

Among them are SenseTime, an artificial intelligence (AI) giant, which is the only company from the Science Park listed on the Hong Kong Stock Exchange, and Da-Jiang Innovations (DJI), a world-leading commercial drone maker.

The Science Park, launched in 2002 by the government of the Hong Kong Special Administrative Region (HKSAR) to promote scientific and technological development in the city, also accommodates top-level laboratories with advanced scientific research equipment.

So far, it has 28 R&D laboratories jointly operated by world-class universities and research institutions with locally based universities in Hong Kong.

With a total floor area of 400,000 square meters and 23 well-equipped buildings as of March 2021, the park is still being expanded to increase its R&D space.

High expectations for Hong Kong

During his inspection tour of the Science Park, Xi said the country holds high expectations for Hong Kong.

He said China has written its support for developing Hong Kong into an international innovation and technology hub in its 14th Five-Year Plan (2021-2025). Released last year, the plan serves as the blueprint and action agenda for the social and economic development of the country in the next five years.

In recent years, with the support of the central government, Hong Kong has leveraged its own advantages to make remarkable achievements in basic research, talent cultivation, and development in the innovation and technology sector, Xi said.

In 2021, Hong Kong ranked 14th on the global list of most innovative economies, according to the Global Innovation Index (GII) released by the World Intellectual Property Organization (WIPO).

The HKSAR government should give full play to the role of technological innovation in supporting and leading economic development, Xi added.

During his exchanges with the academicians, researchers and youth representatives of innovation enterprises at the Science Park, he called on Hong Kong to better cooperate with mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), strengthen the collaborative development of enterprises, universities and research institutions, and strive to build the GBA into a global highland for scientific and technological innovation.

GBA’s growing innovation power

The GBA is comprised of the two special administrative regions of Hong Kong and Macao, and nine cities in the neighboring Guangdong Province. The total area is around 56,000 square kilometers and covers around 6 percent of the Chinese population.

The gross domestic product (GDP) of the GBA hit 12.6 trillion yuan ($1.97 trillion) last year, 2.4 trillion yuan more than in 2017. With less than 1 percent of the country’s land area, the GBA contributed to 11 percent of the national GDP.

Shao Xinyu, Chinese vice minister of science and technology, said the innovation capabilities of the GBA have been increasing continuously.

In 2021, the R&D expenditure of the nine cities in the Pearl River Delta region within the GBA topped 360 billion yuan, accounting for about 3.7 percent of their GDP, according to Shao, compared with the overall national level of 2.44 percent.

The number of high-tech enterprises in the area reached 57,000, and that of patents granted reached about 780,000, of which more than 100,000 were invention patents, he said.

In the list of the world’s top 100 geographical innovation clusters published by WIPO annually, the Shenzhen-Hong Kong-Guangzhou cluster ranked second for the past two years in a row.

The rising innovation cluster, with noticeable growth in patents and scientific publications, has narrowed its gap with Tokyo-Yokohama, the No.1 innovation cluster on the list.

Supporting measures for Hong Kong and Macao’s sci-tech development

China’s Ministry of Science and Technology (MOST) has rolled out a series of measures to support the scientific and technological development of Hong Kong and Macao to promote their further integration into the national innovation system, according to Dai Gang, director of the International Cooperation Department at the MOST.

CGTN: Integration into national development brings new impetus to Hong Kong

On February 18, 2019, the outline development plan for the GBA was unveiled, which envisaged creating a role model of high-quality development, an international first-class bay area and a world-class city cluster.

Last September, a plan was launched for further developing the Qianhai cooperation zone for the southern metropolis of Shenzhen and the HKSAR, with the aim of helping the zone better play an exemplary and leading role in the development of the GBA.

The number of Hong Kong-funded enterprises in the Qianhai zone surged 156 percent year on year in 2021. Of the total foreign investment in actual use in Qianhai last year, 93.8 percent was from Hong Kong.

Individuals from Hong Kong are benefiting from the GBA initiative too. Hong Kong and Macao professionals from eight sectors, including teachers, doctors and tour guides, are now allowed to practice on the mainland with mutual recognition of qualifications. By now, over 3,000 professionals have obtained qualifications on the mainland.

Addressing at the celebration, Xi again said central government fully supports Hong Kong in its effort to seize historic opportunities offered by China’s development and actively dovetail itself with the Guangdong-Hong Kong-Macao Greater Bay Area.

National governance

“Since Hong Kong’s return to the motherland, it has been re-integrated into China’s governance system, and a constitutional order was established with the ‘One Country, Two Systems’ principle as its fundamental guideline,” Xi noted.

Chinese citizens who are permanent residents of the HKSAR can participate in the governance of both the SAR and the country as empowered by law.

After its return, at the Ninth National People’s Congress (NPC) in 1998, deputies from Hong Kong began to participate in the NPC, the highest body of state power, to discuss plans for national development and problems affecting people’s lives, and to put the people’s expectations at the top of the agenda on state matters.

Meanwhile, more than 5,600 representatives from all walks of life in Hong Kong serve as members of the Chinese People’s Political Consultative Conference (CPPCC) at all levels, including over 200 in the CPPCC National Committee. They are all valued advisors on key national programs and contributors to the development of the country.

Thirty-six deputies from Hong Kong were elected to participate in the work of the 13th NPC, accounting for 1.2 percent of total deputy numbers while over 200 CPPCC members are from the HKSAR, 10 percent of the total. Both ratios significantly exceed Hong Kong’s share of the country’s population of about 0.5 percent.

Makkah, Holy Sites temperatures range between 31-43

Mina –The National Center of Meteorology expected that the maximum temperatures in Makkah and the holy sites today range between 31-43 degrees Celsius.

It indicated that the activity of surface winds during the daytime may raise dust, especially on open areas and highways, with speeds ranging from 15 to 38 kilometers per hour.

The center noted that the sky condition is partly cloudy and the direction of the winds is active northwesterly which may lead to a near-absence of horizontal visibility.

Oman’s Central Health Laboratories Considered National, Regional Reference Centres

Muscat — Within the file of the health bulletin of Arab News Agencies (FANA), we present to you the health bulletin of Oman News Agency.

Public health laboratories are a cornerstone of the disease investigation and surveillance system. Medical laboratories are among the most important diagnostic pillars in health care and considered the most important pillar of essential national security.

The Central Public Health Laboratories in the Sultanate of Oman continue their great efforts in detecting novel viruses. This was clearly evident during the coronavirus pandemic and its role in epidemiological preparedness and response, in addition to the great role played by global health laboratories in previous years, during the pandemics that swept the world such as the SARS virus in 2003, H1N1 swine flu, and Middle East respiratory syndrome (MERS) virus.

Confirming the role of central laboratories, His Majesty Sultan Haitham bin Tarik when chairing one of the meetings of the Supreme Committee tasked with tackling developments resulting from coronavirus (Covid-19) pandemic on 2 June 2020, ordered the establishment of a new central laboratory for public health. The move comes to keep pace with technical developments and modern technical systems. The new central laboratory envisaged to cover the needs required when necessity arises.

The Ministry of Health is seeking to establish an integrated modern building for the Central Public Health Laboratories to be operated by state-of-the-art technologies and equipment in the field of laboratory tests.

The new building will contain a sophisticated level-3 safety laboratory for tuberculosis (TB) and other highly infectious viral diseases, a genome sequencing department, and other departments that will be developed as a neonatal screening department for metabolic disorders.

The World Health Organization (WHO) has recently announced the selection of the Central Public Health Laboratories in the Sultanate of Oman as a cooperating centre in the field of emerging and novel infectious diseases. It is the first of its kind in the Eastern Mediterranean region and the centre represents a new addition to Oman’s record of achievements in the health field

The selection of the Central Public Health Laboratories in the Sultanate of Oman represents a significant milestone for the Sultanate of Oman, as the centre will serve the Eastern Mediterranean Region and will play a global role with other centers worldwide.

The establishment of a collaborating centre for emerging and re-emerging diseases in the Sultanate of Oman provides an opportunity to share experiences, and enables countries in the region and the world to benefit from Oman’s experience in the field of public health laboratories, such as providing technical consultations, organizing training events and the response mechanism to the disorders.

The collaborating centre aims to enhance countries’ preparedness and response for timely laboratory detection and management of outbreaks of novel, emerging and dangerous pathogens. It also aims to facilitate the transfer of safe and appropriate diagnostic techniques, practices and training in laboratories, as well as enhancing the technical capabilities of our public health laboratories to detect and report pathogens.

This is the first regional centre in this field, which confirms Oman’s leading role in many sectors and fields and the extent of its advancement and success in many health initiatives and programmes, whether at the local, regional or international levels that include confronting communicable diseases and combating the risk factors that cause them. This qualifies Oman to be a model at the international level in the field of public health laboratories and in the areas of response and control of epidemics.

The Department of Public Health Laboratories enjoys a good international and regional reputation. The Sultanate of Oman periodically hosts many regional meetings, as well as many trainees from the Gulf Cooperation Council (GCC) and neighbouring countries for training in its laboratories.

The central laboratories have also been recognized in 2006 by the WHO to become a regional reference laboratory for the Eastern Mediterranean Region for measles and rubella. Thirty-eight laboratories from different countries of the region are participating in the programme.

It has also become a WHO-accredited polio reference laboratory and regional coordinator for the PulsNet Middle East network for foodborne disease surveillance since 2006. Additionally, the laboratory was re-elected in 2018 to play the same role.

Dr. Hanan Salim Al Kindi, Director of Central Public Health Laboratories at the Ministry of Health told Oman News Agency (ONA) that the Central Laboratories of the Ministry of Health are a national reference under the umbrella of the Directorate General for Disease Surveillance and Control. These laboratories are concerned with conducting a wide range of laboratory tests using different techniques to diagnose and monitor diseases, as well as conducting the necessary surveys to investigate the spread of associating microbes and toxins affecting public health.

She added that the Public Health Laboratories were recently declared as a global collaborative center for the WHO for emerging diseases. The laboratory also includes several regional centers collaborating with the WHO that serve the countries of the Eastern Mediterranean Regional Office (EMRO).

Dr. Hanan pointed out that with the beginning of the Covid pandemic, the National Centre for Covid-19 disease was established in the public health laboratories, and was entrusted with the diagnosis and monitoring of genomic mutations of the novel coronavirus (Covid-19). Laboratories’ experts at the Ministry of Health analyzed very large quantities of samples from hospitals and outpatient clinics. They numbered more than 1,000 samples per day at that time.

She said that the centre is still continuing to conduct Covid-19 tests. The number of samples analyzed at the center since the beginning of the pandemic has reached approximately 276,000 samples, including 240,000 samples in 2020. This, she added, confirms that the public health laboratories bore the major burden in diagnosing Covid-19 disease during the first year of the pandemic in the Sultanate of Oman.

Dr. Hanan further said that the experts in the public health laboratories in 2020 contributed to supporting the government and private sectors in terms of training, choosing types of solutions and giving an opinion on the design of private laboratories that are concerned with Covid testing and then carrying out periodic inspection visits. The experts also contributed to the selection of appropriate rapid testing devices that were later used in Ministry of Health hospitals and many private laboratories.

She pointed out that with providing the center with advanced second-generation devices for genetic intrusion monitoring, the center was able to provide information on emerging mutants of the Covid-19. An agreement was recently concluded for the center to provide genome sequencing services to a number of countries in the region.

Dr. Hanan continued, “The public health laboratories also host the National Influenza Center recognized by the World Health Organization and the Eastern Mediterranean Regional Office to monitor respiratory infections with influenza virus and other respiratory infections, including the Middle East respiratory syndrome virus.”

She added that the National Reference Laboratory for Viral Hemorrhagic Fever Surveillance, which is responsible for the detection of Crimean-Congo haemorrhagic fever, Dengue Hemorrhagic Disease and Rift Valley Fever (RVF), contributed to monitoring the spread of dengue fever in a number of affected governorates in the Sultanate of Oman.

She also pointed out that the Central Public Health Laboratories also houses a reference laboratory for tests for surveillance of AIDS and acute viral hepatitis diseases, as well as rare and emerging diseases such as monkeypox.

Dr. Hanan explained that public health laboratories are concerned with providing quality testing services in medical laboratories in the Sultanate of Oman and the Eastern Mediterranean Region by organizing the External Quality Assessment Scheme (EQAS). The laboratories also provide many training programmes for national staff, as well as staff at the Eastern Mediterranean Regional Office (EMRO) on joint programmes, in conjunction with the World Health Organization (WHO).

She said that at the national level, the laboratory participates in the Microbiology Training Program of Oman Medical Specialty Board (OMSB) to train resident physicians in virology, bacteriology, tuberculosis and malaria.

The Public Health Laboratories consist of nine divisions namely Virology and Bacteriology, National Tuberculosis Reference Laboratory, Foodborne Disease Outbreaks, Chemistry, Quality and Risk Management, Parasitology and Mycology, Malaria, Public Health Laboratories Affairs Division, and Laboratory Surveillance Division.

The Virology Division provides high-level reference services for viral disease surveillance, screening and diagnostic services using laboratory methods including serology, cell culture, molecular polymerase and genome sequencing.

The Virology Laboratory operates several lab surveillance and monitoring programs for vaccine-preventable diseases or diseases that pose a threat to public health and require continuous monitoring. These programs include the regional and national poliovirus reference laboratory accredited by the WHO and EMRO for acute flaccid paralysis caused by poliovirus.

The laboratory serves the Sultanate of Oman and neighbouring countries, such as Yemen, Bahrain, Qatar and the United Arab Emirates. The laboratory recently monitored the outbreak of several cases of polio in Yemen and provides continuous services in this field.

In 2006, the regional and national reference laboratory for measles, mumps and rubella was accredited by the World Health Organization (WHO) and the Regional Office for the Eastern Mediterranean (EMRO). This laboratory monitors fever and rashes caused by measles, rubella and mumps viruses.

In 2016, this laboratory conducted measles and rubella serotyping survey. The findings of the survey led to the discovery of an immune gap of measles in the Omani society concentrated in some age groups, which resulted in outbreaks of measles in the Sultanate of Oman during the period from 2016 to 2017. The results of the survey contributed to making an early decision to control the measles outbreak by launching an expanded national campaign for immunizations that covered the affected age groups, according to the results of the survey.

The Bacteriology Laboratory Division serves as a national and regional reference laboratory for many programs. It contains the National Reference Center for the Multi-Antibiotic Resistance Program, the Regional Reference Laboratory for Foodborne Diseases Surveillance, and the National Reference Laboratory for Serotyping of Important Public Health Bacterial Diseases, such as Salmonella, Shigella, Meningococcus, Pneumococcus, and others. The division provides its services in the field of bacteriological diagnosis and determination of the serotype and genotype of bacterial pathogens.

While the Foodborne Disease Outbreaks Division investigates outbreaks of foodborne bacterial diseases, the division also performs microbiological testing of water from healthcare facilities, such as water used during dialysis and water from endoscopy division.

The National Tuberculosis Reference Laboratory Division provides services for microscopy, drug susceptibility testing, and molecular epidemiology research for tuberculosis. The division also monitors the Acid- Fast Bacilli (AFB) microscopy program in other public health laboratories in Oman and provides training for employees.

The Chemistry Division analyzes blood samples for levels of vitamins, copper and zinc. It also examines water samples received from dialysis units and endoscopy division to identify chemical specifications and levels of metals and heavy metals. The Toxicology Laboratory conducts diagnostic tests and surveys by quantitative analysis of heavy metals in patients’ samples. It also examines the level of poisoning with pesticides and other toxins.

The Quality and Risk Management Division is involved in the implementation of the Regional External Quality Assurance Scheme (REQAS), which is an essential component of providing reliable and high-quality testing services in medical laboratories in the Middle East. This is achieved by providing pre-defined simulated patient-like samples to various government and private microbiology laboratories in the country, as well as to the laboratories of the Eastern Mediterranean Region.

The Central Malaria Laboratory is responsible for organizing regular training workshops for malaria microscopy services and managing the internal quality assurance program for malaria known as cross-checking. The laboratory receives all positive microscope slides detected in the Sultanate of Oman and 10 percent of negative slides.

The GCC Health Council hailed the achievement of the Ministry of Health in the Sultanate of Oman, after the World Health Organization (WHO) announced the selection of the Central Public Health Laboratories in the Sultanate of Oman as a cooperating center in the field of emerging and novel communicable diseases. This laboratory is the first of its kind at the level of the Eastern Mediterranean Region. This selection also represents a new addition to the record of the achievements of Oman’s Ministry of Health.

The rapid development in the field of modern medicine, pharmaceutical sciences, biotechnology, and vaccine production techniques has led to many achievements in the field of infectious diseases that include the eradication of smallpox, the decline of infectious diseases, and the eradication of many of them in some countries. However, due to population growth, urban expansion, and the development of means of transportation, in addition to the increase in interaction between humans and animals, the world has witnessed an increase in the incidence of emerging and re-emerging infectious diseases, and their spread across borders, making them one of the main causes of death worldwide.

Early detection of these diseases, which pose a threat to health, requires laboratories operating with appropriate levels of biosafety and have the ability to provide accurate diagnoses of emerging viral and bacterial pathogens. Further, the successful detection, characterization and tracing of these diseases require an effective system of public health laboratories, not only at the local and national levels, but also at the regional and international levels.

The Ministry of Health underscored the importance of developing Central Public Health Laboratories in the Sultanate of Oman. Therefore, the Ministry strived to make these laboratories national reference centers and cooperative regional centers that provide the most accurate diagnostic analyses to support disease surveillance and epidemiological investigation programs, in addition to being considered an advanced academic center for qualifying national and regional cadres.

Among the most important tests that have been developed in the laboratory over the past years represented in many modern technologies and the development of many tests in the diagnostic fields, as well as in the areas of control and epidemic control, such as introducing the necessary techniques to examine the Zika virus, and the introduction of the MALDI-TOF technique to diagnose bacterial pathogens and fungi. HIV resistance sequencing tests have been also developed in public health laboratories. Genexpert techniques have also been introduced to speed up the diagnosis of the causes of some diseases, such as tuberculosis and viral influenza.

As for the regional role and international cooperation; the Public Health Laboratories Department and the National Influenza Centre enjoy a good international and regional reputation, as the Sultanate of Oman regularly hosts many regional meetings in this field, in addition to receiving many trainees from the GCC states and countries of the region for training in its laboratories.

Custodian of the Two Holy Mosques congratulates Algerian President on Independence Anniversary

Jeddah — The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud has sent a cable of congratulations to President Abdelmadjid Tebboune of the People’s Democratic Republic of Algeria on his country’s Independence Anniversary.
